Windows 10 Fall Creators update won't allow Firebird engine to install or run!

In July 2017, Microsoft started rolling out a major update for Windows 10 (version 1709). This version introduced a number of issues for some WH Software Products.
The most noticeable issue is that existing installations of the Firebird database engine components are removed from the systems. Given that both PM7 and E3 require Firebird to connect to their respective databases, the removal of Firebird stops both programs from operating completely.

Step 1

To fix the Firebird removal, the first and easiest thing to do is perform and full install of the program you have (select the same installation type that was previously installed).
This will not over-write any databases you have and during the install but it will attempt to reinstall the Firebird Engine components.
If the install completes without any errors, PM7 and/or E3 sould now work.
However, should you recieve any error messages during the Firebird install, you'll need to manually install the Firebird components. Follow the instuctions in Step 2.

Step 2

Download the Firebird components from HERE
Unzip the files into the the appropriate Program Files folder of you system. On 32 bit systems this is usually C:\Program Files\Firebird\Firebird_1_5. On 64 bit systems this is usually C:\Program Files (X86)\Firebird\Firebird_1_5.
Run CMD prompt as administrator by taking the cursor to the bottom left corner (over the Windows Icon) and right-click to open the WinX menu.
Select Command Prompt (Admin) to open an elevated command prompt:

There are other ways to open an elevated command prompt:

  1. Press Ctrl+Shift+Esc to open the Task Manager. Click on File menu > Run new task. To open a command prompt window, type cmd. Remember to check the Create this task with administrative privileges check-box. Then hit Enter.
  2. Or then simply open the Start Menu or Start Screen and start typing cmd. Next, hold the Shift and Ctrl keys, and then hit Enter to open the command line in an elevated command prompt.

Enter the following commands in turn (these assume a 64 bit System):

Enter cd\ and press enter.

Enter cd "Program Files (x86)" and press enter.

Enter cd Firebird and press enter.

Enter cd Firebird_1_5 and press enter.

Enter cd bin and press enter.

Enter instreg i and press enter.

The Command prompt will confirm that the command was successful.

Enter instsvc i and press enter.

The Command prompt will confirm that the command was successful.

Enter instsvc sta and press enter.

The Command prompt will confirm that the command was successful.

Enter exit and press enter to close the Command Prompt

Everything should now work for you.
